fix(actors): Match TIP pilot by Actor full name across environments (#1476)

TIP pilot matched only the production Actor ID, so staging (different
ID, same `apify/rag-web-browser`) never loaded tips.

- Also match on full name `apify/rag-web-browser` (clones still
excluded)
