Add cloud-env/ for Claude Code cloud sessions and floor better-sqlite3 at 12.11.1

Floor better-sqlite3 at 12.11.1. better-sqlite3 11.x has no prebuilt
binary for Node 24, so `pnpm install` on the repo's Node version
compiled it from source, which took about two minutes. Nothing in the
repo loads it, and the floor also removes its stale lockfile entry.
