CI Report was fetching full files history to find the PRs in the release.
This change makes the fetch much more surgical.

rev-parse --verify accepts a missing 40-char SHA, so a full clone on another
branch skipped the fetch and then failed ancestry against release tags.

Rename `_releases_for_version_line` to `_filter_releases_to_version_line`
and `_read_version_major_minor` to `_read_autogenerated_versions`.

Add a test that `_git_rev_parse` returns None for a 40-character SHA
that is not in the object store, covering the `^{commit}` peel.
