The definition — "the lowest rate the seller will consider; enables a requestable counter to be evaluated without a round trip" — is the right one, and worth protecting. It is the seller's offer floor at proposal time, not the auction-time enforcement floor of the execution standard the line item lands in. For PREFERRED_DEAL, PRIVATE_AUCTION and OPEN_AUCTION mechanisms those are different numbers set by different systems: the exchange sets the bid-request floor per impression, and it moves with the impression.

Suggest one sentence in §5.6 stating that floor neither constrains nor describes the downstream auction floor, so that implementers do not wire the two together and a buyer does not read an OpenProposal floor as "bids at or above this are guaranteed to clear". (Per-geo shape of the same field is raised separately in #14.)

Concrete scenario

A buyer commits at floor on a private-auction line item. Downstream, the exchange floor on the targeted impressions is higher, so most bids lose. The buyer reads the shortfall as a seller breach of the agreed floor; the seller reads the floor as an offer term that was honoured.

    Thank you for raising this.

    We agree that pricing[].floor is the seller's offer floor at proposal time and that the draft should state explicitly that it is not the impression-level floor applied by the exchange at auction time for PREFERRED_DEAL and PRIVATE_AUCTION. This is consistent with the intent of § 5.6 and is an editorial clarification with no change to the meaning of the field.

    Draft PR #18 updates the § 5.6 description of floor accordingly. We reviewed the examples and appendices and found no wording that implies auction-floor semantics, so they are unchanged.

    The PR will remain in draft until the working group confirms the disposition of this issue.
