Updates the related dependency pins together while preserving conditional dependencies, hash locks, release-channel parity, and the reviewed CI fixes.
Includes the original commits and fixes from #131, #128, #127. The complete supported CI matrix validates the combined result.
Validation: test/test_workflow_actions.py, test/test_dev_toml_parity.py, test/test_dashboard_ui.py, test/test_socket_server_process.py.
