Gate fails when a new page or action has no test; optional i18n/RTL layout check #354
Description
Source: external reviewer feedback (2026-10-14).
Now: bin/coverage-check.sh covers BRD leaves, not tests per page or action. There is no layout check per language.
Proposal: add an obligation: every page and microflow action added since the last gate has a test or journey that touches it, or a waiver. Optional, per project: a layout scan (cut-off text, overlap) per language, RTL included, when the project has more than one language.
Value: medium; i18n only when needed.
