Keep existing provider configs when older ore settings are imported for the first time. The upgrade report now calls these files retained, not verified, and invalid files still go through normal validation.
This bumps the release to 4.1.1.112021. API and config schemas are unchanged. Regression tests cover first import, reload, missing overrides and invalid files.
All 281 tests pass, along with both legacy Mineralogy migration paths, client fresh/save/reload, packaged-server fresh/reload, release artifact and Eclipse checks.
