Keep existing provider configs when older OS1 or OS3 settings are imported for the first time. The upgrade report now calls these files retained, not verified, and invalid files still go through normal validation.
This bumps the release to 4.1.1.110021. API and config schemas are unchanged. It also removes the duplicate documentation guide and fixes the automated client's shutdown order.
All 277 tests pass, along with the migration, client fresh/save/reload, packaged-server fresh/reload, release artifact and Eclipse checks. The packaged Base Metals check also confirms that an existing provider config is kept unchanged.
