Adds the 4.1 ore-source controls, mod directory and biome management to Forge 1.21.11. Saved profiles keep their settings, and existing chunks are left alone.
This also includes the editor fixes, the smaller build scripts and updated player and developer guides.
Validation passed: 190 tests, clean build and Javadocs, artifact and Eclipse checks, fresh/reload client and server runs, generation checks and matched performance tests. The main and sources jars from the fork build match the locally tested files exactly.
