Databricks CI is failing because install-dev resolves PyArrow 26.0.0 with NumPy 2.5.4, then databricks-connect 15.3.6 replaces NumPy with 1.26.4 and leaves PyArrow 26 installed. PyArrow 25+ cannot import on NumPy 1.x, so test collection fails and the SQL connector returns a ColumnTable with no to_pandas(), which breaks test_janitor.
