Prepare Drawing 2.2.0 with license enforcement

Description

Prepare Drawing 2.2.0 on release/2.2.x, based on release/v2.x.

• Update SharedInfrastructure from release/3.1.x to include Licensing 1.0.3, repository guidance, and the security policy.
• Update dependencies to ImageSharp 3.2.0 and Fonts 2.2.0.
• Set the minimum release version to 2.2.
• Keep .NET 6 CI with Windows 2022, Ubuntu 22.04, the existing Intel macOS pin, and optional Ubuntu ARM. Remove .NET 7 and BuildJet jobs.
