Summary

• Offer to turn on the instance recommender from the home page, and show its page as titled rows with their reason, sent in the device language and time zone ([Bug]: APP doesn't See the recommendation Container #114).
• Let people mark a video as not for them, with an optional reason and undo, and rate the home page.
• Add Settings > Content > Recommendations: algorithm choice with its guide and traits, algorithm settings, custom and detected interests, and the data the algorithm may read.

Validation

• Android unit tests, lint, androidTest compilation and debug build passed.
• Checked on an emulator and on the POCO F4 against an instance running the recommender, with an imported account.
