Summary

• Give recommendations their own Settings entry, with the web app sections: overview with charts, algorithm, guide, data used, what it keeps, details with the last page trace, and opinions ([Bug]: APP doesn't See the recommendation Container #114).
• Move the recommender switch out of Content settings.
• Explain when the instance has the recommender but has not offered it, instead of falling back to trending silently.

Validation

• Android unit tests, lint, androidTest compilation and debug build passed.
• Checked every section in light and dark themes on a phone emulator (1080x2400) against an instance running the recommender; pinning was confirmed on the server and undone.
