Xray-core remains pinned to the v26.10.21 release commit. Only go.mod and go.sum change.

Evidence

• Before: Four declared dependencies had available updates; the minimum Go version was 1.27.2.
  After: All 59 declared module requirements were checked with no remaining upgrades; the minimum Go version is 1.27.3.
• Passed go mod verify, go vet ./..., go test -race ./... -count=1 -timeout 15m, and git diff --check.
• Passed CGO_ENABLED=0 go build -mod=readonly ./... for Linux and Windows, each on amd64 and arm64. These are Go package cross-compilation checks; native library builds and device testing were not performed.
