Document and declare the new AblyException on the adapter release contract.

PubSubRealtimeClient.Channels.release now declares throws AblyException (code 90011) for any realtime channel that is not INITIALIZED, DETACHED, or FAILED. The adapter KDoc states the state restriction. It does not state that release throws when the restriction is violated. It also does not tell callers to detach and wait first.

Kotlin does not have checked exceptions, so Kotlin callers of the adapter get no compiler signal about this failure path. A Java caller of this interface cannot write catch (AblyException e) around release(name) without @Throws. javac rejects a catch of a checked exception that the callee does not declare.

Add @Throws(AblyException::class) and a @throws KDoc entry that matches the Java interface.

Review comment at @pubsub-adapter/src/main/kotlin/com/ably/pubsub/Channels.kt at
line 42:
Update the KDoc and declaration of PubSubRealtimeClient.Channels.release to
document that it throws AblyException with error code 90011 for channels outside
INITIALIZED, DETACHED, or FAILED, and advise callers to detach and wait for
completion first. Add @Throws(AblyException::class) so Java callers can catch
the checked exception.
