fix: join wrapped changelog lines in release notes - #29

The release page is not 80 columns wide. check-release --notes now joins a bullet's continuation lines, and points relative links at the tag when GITHUB_REPOSITORY is set, as it is on a runner. Co-Authored-By: Claude Sonnet 5.5 <noreply@anthropic.com>

check-release --notescopied the changelog's 80-column lines into the GitHub release body, and its relative links to ADRs led nowhere from the release page. It now joins a bullet's continuation lines onto it and, whenGITHUB_REPOSITORYis set (as on a runner), points relative links at the tag. The changelog file itself stays wrapped for the repository. A test covers both. Lint is clean and 356 tests pass.
