those are all modules which are currently on 17 and also have java sources
i didn't plan on doing this anymore after
javac.releasemigration (#8813) but it helps to remove a distracting step during review, since not all contributors know that they could bump the version and use newer API. Maybe there will be some kind of default version at some point #9323. There was also a dev-list thread. cc @erraelthis can wait for after release to avoid conflicts.
