Outcome
Prepare the 0.4.0 minor release for the already merged bounded What’s New tool (#154).
Scope
The four release metadata/changelog files align on 0.4.0. The changelog explicitly says Unreleased, correcting the premature October 11 publication date without changing runtime, dependencies, workflows, historical entries, or unrelated features. Python 3.15 coverage remains separate.
Gates
Independent prepublication approval is required before this PR is created. Required hosted CI/security, review triage and separate exact-published-head/current-main verifier App success remain mandatory before SHA-matched merge. Main CI, immutable release, registry/artifact and clean-install proof remain pending. This is not a shipped-release claim.
