#1696 merged without a changelog entry. Removing
semantic_search_enabledchanges behavior for installs that had turned semantic search off, so this adds an entry under v0.24.0 Breaking Changes.Don't merge this until main's Tests run on 61d965e finishes: merging any commit to main cancels that run.
