NOTE: Upstream should create a 4.x branch for this upgrade. This PR targets that 4.x branch, not 3.x.

This upgrades the Queue plugin to CakePHP 6:

• Require php: >=8.5 and cakephp/cakephp: 6.x-dev
• Require-dev cakephp/bake: 4.x-dev, cakephp/cakephp-codesniffer: 6.x-dev
• Commands follow CakePHP 6 conventions: execute() without Arguments/ConsoleIo args, use $this->args / $this->io instead
• WorkerCommand::__construct() takes ?CommandFactoryInterface $factory and calls parent::__construct($factory)
• ContainerInterface moved from Cake\Core to Cake\Container
• TestQueueClient, Processor, Message, QueueTransport, fixtures/test app updated for CakePHP 6 APIs

Target branch: 4.x (to be created upstream).
