It should say instead something like: IPv6 masks no longer need to be a multiple of 8 bits

@nickanderson please use past tense in changelog entries.
Also, changelog entries should generally not talk about internal C function names like EvalContextHeapPersistentSave() - those mean nothing to the users, which are the target audience for the changelog.
