Retrospective tracking issue for merged PR #1381.

The mutation-testing workflow could use a base from the event payload that differed from the pull request's actual base, causing it to mutate hundreds of unrelated files and time out. PR #1381 reads the base from the GitHub API and diffs the PR head against it.

Resolved by #1381
