The Changelog Preview workflow failed on main once ubuntu-latest moved to 26.04 (Python 3.14): tagging.py declares no requires-python, so uv run --locked inferred >=3.14 from the runner's interpreter, which no longer matches tagging.py.lock (>=3.12). --frozen installs from the committed lock as-is, matching the local changelog-preview task. Also run the workflow on PRs that change it.
