Summary

The promotion-pin job runs on every PR that targets production. That includes release-please's own release PR, which is not a promotion and never has a Release-As: commit. So the check always fails there, as it did on #230 (5.8.0) and #247 (5.9.0).

This skips the job when the head branch starts with release-please--. Real promotion PRs (from dev) are still checked.

Test plan

  • CI passes on this PR
  • Next release-please PR shows promotion-pin as skipped

🤖 Generated with Claude Code

Release-please's release PR targets production but is not a promotion,
so the Release-As pin check always failed on it (#230, #247).

Code review

No issues found. Checked for bugs and CLAUDE.md compliance.

This is a one-line if: change in .github/workflows/cli-ci.yml, so I reviewed it directly rather than running the full multi-agent review. release-please names its branches release-please--branches--<target>, so !startsWith(github.head_ref, 'release-please--') skips only its release PRs. Promotion PRs from dev are still checked, as CLAUDE.md requires.
