Features

Adds the Semantic Pull Requests configuration from #2437, now merged into master, to develop.

The configuration checks only PR titles and accepts the standard conventional commit types together with Devicon's custom new icon and update icon types. Maintainers can correct a PR title without requiring contributors to rewrite individual commits.

Notes

Cherry-picked commit 742c9bddd84abf6235c228b09c9d8d4c85dd7030 with -x onto the current develop branch. The PR changes only .github/semantic.yml, whose contents are identical to the configuration on master.

The Semantic Pull Requests app needs to be installed and granted access to this repository for the checks to run.

Validation: parsed the YAML with the repository's existing js-yaml dependency, checked the title-only settings and both custom icon types, confirmed the file matches master, and passed git diff --check.
