Summary

npm 11 rejects the ./bin/cli.js bin path as invalid and silently drops the generate-build-meta CLI from the published package. Use bin/cli.js.

Test plan

npm publish --dry-run reports no auto-corrections
The packed package.json still lists bin.generate-build-meta


          fix: keep the generate-build-meta bin when publishing with npm 11
