test(integration): use pre-provisioned no-user service account (FB-4691) - #539

Conversation
test_account_no_user created a service account at runtime, which requires the CI credential to be an organization admin. Read the credentials of the static ecosystem_ci_sa_no_user fixture from SERVICE_ID_NO_USER / SERVICE_SECRET_NO_USER instead, so the CI credential can be reduced to system_admin on a single account.
