ci: standardize the PR title check (FB-4904) - #552

Add .github/workflows/pr-title.yml with the job check-title, using firebolt-db/action-pr-checks v2.0.0: the title must be a conventional commit whose subject doesn't start with an uppercase character. A ticket reference is optional. Bot PRs are skipped. Replaces the previous title check, if any. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
