Packaging requirements
Using the existing style of packaging in the copilot-native maven module, add one for linuxmusl-arm64. Add testing as appropriate.
Test requirements
Add a new matrix entry for linuxmusl-arm64 in java-sdk-tests.yml job java-sdk-inprocess.
Publishing requirements
Make it so the existing workflows that publish classifier jars also publish the one for linuxmusl-arm64.
