Insiders Feedback: don't want the approval forms in "Allow all" mode #3442

Description

@Maxim-Mazurok

Version: Insiders

Feature: Edit pull request GitHub mcp server

Feedback:
I'm running agent in "Allow all" mode, I don't want its work to be interrupted with the approval forms, I trust its judgement for working on PR drafts. Wasn't happy to see that enabled by default, now going to be looking how to disable it.

  "reason": "An interactive form is being shown to the user. The operation has not been performed.",
  "status": "awaiting_user_submission"

    I fixed this locally without disabling MCP App cards globally. In VS Code's user mcp.json, I configured only the GitHub MCP server with the documented feature flag:

    "github": {
      "type": "http",
      "url": "https://api.githubcopilot.com/mcp/",
      "headers": {
        "X-MCP-Features": "mcp_apps_disable_form_deferral"
      }
    }

    After reconnecting the MCP server/reloading VS Code, GitHub write tools execute directly while MCP App result views and cards from other MCP servers remain enabled.

    Setting "chat.mcp.apps.enabled": false also removes the form, but disables all MCP Apps globally, so it was not suitable here. "Allow all" controls tool approval; this form is a separate GitHub MCP Server write-deferral flow.
