Open a lane's dev server from the channel. On a local host, previews mostly mean running the app.

Status

The agent-browser foundation landed in #163 (#50): agents can list, navigate and inspect tabs in Ace's dedicated browser. That doesn't provide this issue's channel dev-server preview: the Browser Preview tab still awaits a backend (apps/app/src/layout/layout.tsx), and docs/browser-tools.md excludes Browser Preview and managed browser launch. Starting and managing the dev server process relates to #53.

Tracked by #5. Migrated from TODO.md — During dogfooding.

    While validating #184, the current layout only offers Chat, Diff, and Terminal, so I used Safari through Ace desktop tools against a separately served lane build and isolated host. The per-project creation smoke passed; this is another Browser Preview escape.
