The root README listed Ruby 2.6 through 3.1, and handwritten READMEs
paraphrased the policy incorrectly ("not end of life"). They now link to
the published Supported Ruby versions policy. Generated READMEs pick up
the same change from the generator templates on regeneration.

The Supported Ruby versions page points readers to this repo's README, which still said "Ruby 2.6 through Ruby 3.1". The handwritten library READMEs also described supported Rubies as versions that are "not end of life", which doesn't match the policy, which also covers the most recently end-of-life Ruby for 12 months after its end-of-life date. The root README and the 16 handwritten READMEs now link to the policy instead. Generated READMEs aren't edited here. They pick up the same change from the generator templates (googleapis/gapic-generator-ruby#1373) on regeneration.
