Brings google-maps-services-python README into parity with the other legacy Web Services client libraries:

  • Adds the top-level [!IMPORTANT] callout with October 2026 Legacy End-of-Sale notices for Places API (Legacy), Directions API (Legacy), and Distance Matrix API (Legacy), migration links, and links to the Python GAPIC packages in googleapis/google-cloud-python.
  • Separates active APIs from Legacy APIs in ## Description.
  • Replaces the outdated ## Support section with the standardized ## Terms of Service (including EEA developer terms) and ## Support sections.
