feat(ux): Home — describe a change, Run now, set up the workspace - #222

UX phase 2 (docs/plans/ux-simplification.md). The desktop's first pinned app is now Home:
- A composer ("What should the agents build?"): Run now opens Workflow prefilled AND starts the
run (one click from a story to a running pipeline — it was ~7 clicks across 2 windows); Plan
as tickets hands the story to Board's idea wizard. Ctrl+Enter runs. Without a model key it
says so up front, with a fix-it button for admins.
- Recent runs with status, cost and time; three headline numbers (runs, completed, spend vs cap).
- An admin setup checklist computed from real state (key saved, a run recorded, a repo
connected, a budget set, a machine paired — the last optional), each step one click from the
page that completes it; hides itself when done or on request (per viewer).
Insights (analytics + budget) moves off the dock, one click from Home / Activities / Ctrl+K.
