Adds the wide floating-point routines for x86_64-openkal and aarch64-openkal (openkal SPEC clause 12): an ok image carries openkal-musl, whose printf reaches the 128-bit long double routines on AArch64. Every other row builds the same set as before (the exclusions moved into cfg(not(os = "openkal")), since a negative glob applies to the merged set). CI builds both rows with the mcpp that has the target and reads the routines back from the archives.

Part of mcpp-community/mcpp#842 (design 2026-10-26 part 2, §9).
