Update native debugging docs for React Native DevTools - #12045

Remove the Chrome remote debugging steps that no longer exist in the Make It Native app, document Open DevTools and its release build limitation, and drop the outdated react-devtools version pins. Related to mendix#9214
React Native DevTools is bundled with Studio Pro, so the standalone React Developer Tools steps are optional there. The Make It Native app still needs them because Open DevTools does not open in that app.
Show the known issue before the debugging steps and write the steps for a custom developer app built with a debug configuration.

Updates the "Debugging Native Apps" page for
