ENG-11564. Do not merge yet. Ethan is handling the merge timing.

Adds a deploy/azure-repos page next to Bitbucket. It covers:

  • Connecting through Microsoft Entra ID: admin consent, adding the Mintlify app to the organization and project, and the Project Administrators requirement for service hooks
  • The setup wizard and switching an existing deployment to Azure Repos
  • Changing the organization's Microsoft connection
  • Web editor sync and publishing
  • PR preview deployments
  • Troubleshooting for each connect error the server returns
  • Limitations: no Azure DevOps Server, Slack agent or automations; service hooks aren't removed when you switch providers

Updated Oct 25 to match server main:

  • Preview deployments are documented. They shipped in mintlify/server#9432.
  • The connecting Microsoft account must be a project administrator or have Manage permissions on the repository (mintlify/server#9416).
  • The callout now says Azure Repos requires an Enterprise plan.
  • Azure Repos is added to the Vale vocabulary.
