Prepare the 4.19.0 release.

• Set __version__ to 4.19.0 in pymongo/_version.py.
• Set the 4.19.0 release date in doc/changelog.rst.
• Add the "Issues Resolved" section with a link to the Jira release notes.

Test Plan

Pre-commit hooks pass, including synchro. The release workflow consumes
pymongo/_version.py to tag the release.
