Update the Tracy client to v0.14.1 #250

Upstream: HaxeFoundation/hxcpp#1429 by @EliteMasterEric (open PR), with named frame marks via ninjamuffin99.

libhxcpp ships project/thirdparty/tracy-0.13.1. The upstream PR updates the Tracy client to v0.14.1 and fixes the integration (include/hx/TelemetryTracy.h, src/hx/TelemetryTracy.cpp, toolchain/haxe-target.xml):

• replaces the removed MessageColor function
• defines TRACY_ON_DEMAND with a value, which v0.14 requires
• counts non-ASCII characters correctly in UTF-8 zone, plot and frame names
• clamps the callstack depth at 62 only on Windows and Android, which prevents a crash on deep call stacks elsewhere
• fixes a crash when a thread doesn't declare its small deallocations to Tracy
• adds named frame marks

Port it, keeping libhxcpp's Tracy changes (the hxtelemetry calls are no-ops in Tracy builds; TracyTelemetryApi test). Related: #147 (dependency upgrades).
