Opt-in clang-cl builds with the MSVC toolchain.

Upstream PR: HaxeFoundation/hxcpp#1361. Under LLVM MSVC_VER is unset, and mbedtls-files.xml and finish-setup.xml still depend on it; fix those and rebase the PCRE2 line.
