CI: weekly dependency version check

Weekly (Monday 08:00 UTC, or run manually) check for out of date projectGenerator dependencies, in bash + jq like apothecary's upstream-versions.yml. The report goes to the job summary, and one tracking issue is created, updated, or closed once everything is current.

scripts/check-dependency-versions.sh checks:

• npm (frontend/package.json): dependencies + devDependencies against the npm registry. Electron also gets a note when its major is out of Electron's 3-major support window.
• GitHub Actions (.github/workflows): each uses: owner/repo@vX against the latest release. @latest and @main are skipped.
• Node: CI node-version against the latest Node LTS.
• Vendored: jQuery (frontend/static/js/jquery.min.js) and Semantic UI (frontend/static/css/semantic.css), with versions read from the file headers.

bash scripts/check-dependency-versions.sh prints the report locally; --file-issue maintains the issue. The issue is only maintained by scheduled / manual runs on openframeworks/projectGenerator; PR runs just report.

Not tested: the tracking-issue step (the fork has issues disabled).
