   Since I see that maintainers are still working and constantly changing new docs, I will leave this open until they finalize changes.

   Translate:

   • Creating a React App (Translate creating-a-react-app.md #139)
   • Build a React app from Scratch ( Translate build-a-react-app-from-scratch.md #198)
   • Setup (Translate setup.md #137)

   Remove:

   • [Start a New React Project] ( Translate build-a-react-app-from-scratch.md #198)(https://github.com/reactjs/sr.react.dev/tree/fa667b0b736232e8b756c6515ab29d31adbd5519/src/content/learn/start-a-new-react-project.md)

   New files are not referenced in #1 because it was created a long ago. I think we should translate these files regardless, because there are mentioned similar terms as in removed Start a New React Project article.
