Summary

Upgrade the project-level mattpocock skills to v13 and apply its breaking rename: the skills now only look for GLOSSARY.md / GLOSSARY-MAP.md (changelog).

docs/agents/issue-tracker.md is left as-is; it has local edits and is not part of the breaking change.

Evidence

• Before: updated skills read GLOSSARY.md, which is missing, so they would create an empty one next to CONTEXT.md.
  After: git diff --stat origin/main:CONTEXT.md GLOSSARY.md → rename CONTEXT.md => GLOSSARY.md (100%); no CONTEXT.md references remain outside .agents/skills; pnpm lint passes.
