Run CI on Python 3.12, 3.13 and 3.14 and move single-version jobs to 3.12. Replace the SciPy < 1.16 pin with SciPy >= 1.16.2, and require statsmodels >= 0.14.5 in the tests, since earlier releases fail to import with SciPy 1.16. Pin SciPy 1.16.2 in the minimum-version job so the new floor is tested. Remove the special case that made the comb-with-replacement lookup return 0 for n = k = 0, since there is one empty combination. The tests expect 1 there because SciPy < 1.17 returns 0. Replace the stale Python 3.11 skip of the singular-kinship pedigree test with an xfail for the Numba error that still occurs on 3.12 to 3.14. Update the docs and changelog for issue 1360.

Summary
Update the supported Python versions: add 3.13 and 3.14, and drop 3.11.
Changes
SciPy < 1.16pin withSciPy >= 1.16.2. The minimum-version job pins SciPy 1.16.2 so the new floor is tested.statsmodels >= 0.14.5, because [earlier releases fail to import with SciPy 1.16](import error with latest scipy 1.16.0 - ImportError: cannot import name '_lazywhere' statsmodels/statsmodels#9584).n = k = 0. There is one empty combination, so it should return 1. The tests now expect 1, because SciPy < 1.17 returns 0.xfailfor the Numba error ([sgkit-dev/sgkit#1080](Test on Python 3.11 #1080)), which still occurs on Python 3.12–3.14.
