feat(greenhouse): add versioned Harvest v3 integration

• Add a versioned Greenhouse block with 50 Harvest v3 operations, partner OAuth, cursor pagination, and expanded request/response fields while preserving legacy workflows.
• Document OAuth onboarding, migration, replacement semantics, and recruiting side effects; correct legacy email filtering and path handling.
• Regenerate integration artifacts and prevent empty-response actions from inheriting unrelated documentation outputs.

Testing

Validated all 50 v3 operations and 11 retained tools against official API documentation. Local lint, all workspace type checks, block registry checks, and repository audits passed. Added regressions for OAuth identity/rotation, query encoding, input integrity, malformed responses, and empty-output documentation. The full CI test suite, integration and end-to-end checks, builds, lint, and test type checks passed on the current head. Tests ran in CI only. No authenticated Greenhouse API calls were made.
