What I'd like to work on

I've already identified and fixed the OTLP nanosecond timestamp overflow bug (#3292). The fix uses BigInt(ms) * BigInt(1_000_000) instead of BigInt(ms * 1_000_000) to prevent IEEE 754 precision loss when epoch-ms exceeds Number.MAX_SAFE_INTEGER.

My PR (#3794) was auto-closed by the vouch check, but the fix is ready to re-submit once vouched.
