Adds a public Contributor Covenant v2.1 Code of Conduct at
CODE_OF_CONDUCT.md(the path GitHub community health expects). Enforcement reports go to the existing public security contact,security@codesolutionsllc.com, the same address as SECURITY.md.CONTRIBUTING.md points to it under Before you start. The README has a one-line Code of Conduct link next to Contributing.
