What

Install only the 64-bit Windows compiler that mpy-cross uses.

Why

The full set is 277 MB, and a slow Ubuntu mirror made this step take 35 to 100 minutes.

Before After
Package mingw-w64, 25 packages, 277 MB gcc-mingw-w64-x86-64-win32, 6 packages, 65.2 MB
Install time today 35-100 min on slow mirror runs 0.4 and 0.6 min (2 runs)

The old package also installed in 0.5 min once today, so the time depends on the mirror. The smaller download helps on slow days.

Written with Claude Code. I checked that Makefile.static-mingw only uses x86_64-w64-mingw32-gcc.

Makefile.static-mingw only uses x86_64-w64-mingw32-gcc. The mingw-w64
metapackage pulls in 25 packages (277 MB): both i686 and x86-64, both
thread models, and g++. This package is about 60 MB and registers the
same win32 compiler the job already ended up using.

On days the Azure Ubuntu mirror is slow, the old install took 35-100 min.
