Offer codemode to the Atomic Planner - #440

A full Planner turn offers only FULL_PLANNER_TOOLS beside Chopin's host tools, so Atomic's built-in codemode tool was registered but never offered. Codemode scripts call only the tools the turn already offers, plus non-LLM models such as classifiers and image generators, so this adds no file edits or commands: bash, edit, and write stay withheld. Planner extensions such as pdd-kit can now reach image models through codemode to draw pictures for a plan. The pi harness is unchanged: upstream pi (0.85.1) has no codemode tool or image-model API.
