Fixes #22103

I now match the logic identically to what is stated in psutil docs w.r.t. platform availability.

Not going to wait for a review, since the fix looks trivial.

According to mypy_primer, this change doesn't affect type check results on a corpus of open source code. ✅

This change broke the wheel builds for macosx_arm64

mypy/util.py:1014: error: "Process" has no attribute "cpu_affinity"  [attr-defined]
